Open Port State Control
What is an Open Port?
Open port is another word for international trading ports accessible for any ocean liners with previous approval regardless of their nationality. There are twenty eight international trading ports in Korea including five of them in Gangwon-do such as Donghae, Mukho, Samcheok, Okgye and Sokcho Port. Controlling the safety and public order of shipping traffic within the boundaries of an open port is performed in accordance with the Public Order in Open Ports Act.
What is an Open Port State Control?To insure safety, public order and ocean environment control violations within open port territory. If any violation is detected, then there will be a punishment for it in accordance with the Public Order in Open Ports Act. The violations are:
- Omission of arrival/departure report (permission)
- Illegal anchorage/mooring/transfer within a port
- Not in compliance with port control procedure (report)
- Nonlicensed (Non-reported) ship repair and construction (operation)
- Anchored on route and violation of navigation
- Omission of report for dangerous articles
- Safety violation of dangerous articles
- Dumping hazardous articles into harbor
- Omission of safety measure for sea accident
- Incomplete removal order for obstacle
- Unnecessary steam whistle
- Omission of fire alarm for fire
- Illegal fishery and installation of fishing net
- Disobedience of improvement order for maintaining public order
- Cause of harbor pollution
- Not permitted usage of harbor facility
- Violation of the Ship Safety Act and Ship Act such as omitting ship inspection
- Violation of enforced pilot (the Pilot Act)
