Deep Seawater
Purpose
Nation reserves and controls deep seawater for future generation and public benefit, control the development and usage of it according to environment control for public health, and support the promotion and development of related businesses.

- Set the basic plan of deep seawater and an year by year execution plan
- Basic plane: every 5 years; year by year execution plan: every year.
- Designate sea area for water intake
- Mayor or County Governor submits an application to MOF through City or Provincial Governor.
- Set and announce a licensing plan for deep seawater development business by sea area for water intake
- Issue deep seawater developer license
- A person and/or corporation apply for a deep seawater developer license to the Minister of MOF(Valid period: 10 years; Renewal 5 years).
- Approve execution plan and confirm the completion of facility(Donghae Regional Maritime Affairs and Port Office)
- A person and/or corporation, obtained the deep seawater developer license, must establish and apply the facility construction plan for the development according to decree of MOF
